Article I Name

The name of the Association shall be the Penrose Neighborhood Association.

Article II Purpose

Generally, the purpose of the Association is:

  1. To stimulate and encourage good citizenship.
  2. To promote better physical conditions in the community.
  3. To stimulate the improvement of property.
  4. To foster closer community spirit.
  5. To promote the collective interests of the residents and property owners of the community.
  6. To assist the community in obtaining information, services, and improvements from the County and State.
  7. To represent the community in relations with the County Government.

Article III Membership

  1. Eligible for membership are all residents and residential property owners in the area bounded by Arlington Boulevard, Washington Boulevard on the east, South Filmore/Walter Reed on the west and Columbia Pike on the south. Businesses, associations, and corporations in the same area are eligible for associate membership.
  2. Under special circumstances, persons who do not qualify for membership under item 1 may be elected to honorary membership upon recommendation of the Executive Committee and by vote of the Neighborhood Association in a regular meeting. Any member of the Association may nominate a person for honorary membership.

Article IV Officers

There shall be the following officers:

  • President
  • Vice President
  • Secretary
  • Treasurer

Article V Committees

Between meetings, the business of the Association shall be carried out by the Executive Committee and the following standing committees of the Association:

  1. Neighborhood Conservation Committee
  2. Environmental Committee
  3. Identity & Image Committee
  4. County Services & Education Committee

Article VI Amendments

  1. The Constitution may be amended by two-thirds vote of the members present at an Association meeting, provided there is a quorum (ten members).
  2. Proposed amendments shall be presented at one meeting, and voted on during the following meeting.

Section 1. Meetings:

General Meetings will be held on the third Tuesday of each month. Special meetings may be called at the request of the executive committee or by signed request of five members of the Association. For the Committee meetings, a quorum consists of a member of that committee. Order of Business at the Association Meetings: a. Reading of the minutes of the previous meeting, b. New Business, speakers, etc., c. Report of the Executive Committee, d. Unfinished business, e. Reading of communications, f. Report of the Treasurer, g. Report of Standing Committees h. Report of Representatives to County and Outside Bodies, i. Report of any Special Committees, and j. Adjournment Any order of business may be suspended if no objection is made or if desired by the majority vote of members present.

Section 2. Dues:

Dues will be ten dollars per year for each person or twenty dollars for each household of two or more adults (18 years or older) and twenty dollars per year for each associative member. Persons applying for membership during the July 1 to December 31 period will only be required to pay half the applicable annual dues.

Section 3. Term of Office:

The term of office for elected officers will be one year, and elections will take place at the October meeting.

Section 4. Duties and Responsibilities of Officers:

  1. President: The President shall preside at all meetings of the Neighborhood Association and shall perform such duties as pertain to the office. The President shall appoint chairpersons of all committees. The President shall be an ex-officio member of all committees.
  2. Vice President: In the absence of the President, the Vice-President shall perform the duties of the President. The Vice President shall perform lawful duties as assigned by the President.
  3. Secretary: The Secretary shall record the proceedings of the Association and the Executive Committee, be custodian of the Constitution and By-Laws (incorporate therein all duly adopted amendments), and keep a roll of officers and committees. The Secretary shall keep the Association�s library of County documents and plans. At the expiration of their term of office, the secretary shall turn over to the successor all books, documents, records and property of the Association they may have in his or her possession.
  4. Treasurer: The Treasurer shall receive the funds of the Neighborhood Association. Disbursement of the funds shall be made only upon authorization of the Association. The Treasurer shall make a financial report at each meeting of the Association. At the expiration of their term of office, the Treasurer shall turn over to the successor all monies, funds, books, records, and any other properties he or she may have belonging to the Association.

Section 5. Committees and Their Responsibilities:

  1. Executive Committee: The Executive Committee shall consist of the elected officers of the Association, the immediate past President, and chairpersons of the standing committees. It shall be the duty of the Executive Committee to formulate programs, to conduct the financial and business affairs, subject to approval of the Association. The Executive Committee shall act for the Association whenever necessary.
  2. Neighborhood Conservation Committee: It shall be the duty of this committee to maintain a Neighborhood Conservation Plan that represents the current and projected needs and collective goals for all the residents of the neighborhood; to maintain and improve the infrastructure and physical plant of the neighborhood through county and independent projects; to report and make recommendations regarding voluntary building guidelines and all matters related to community planning, zoning, and development.
  3. Environmental Committee: It shall be the duty of this committee to promote awareness of environmental  concerns to the Penrose neighborhood and to advise, and encourage environmental stewardship of all public and private green spaces including protecting habitat for wildlife and to solicit government funds or volunteers for park and green space improvements in or adjoining the Penrose neighborhood.
  4. Identity and Image Committee: It shall be the duty of this committee to strengthen the sense of neighborhood identity; to research and maintain the neighborhood history; to plan and organize social events; promote and market the neighborhood; to prepare welcome literature for newcomers to the community.
  5. County Services and Education Committee: It shall be the duty of this committee to ensure County and government services meet the needs of the community; to distribute information about available county services; to work to ensure that neighborhood schools are among the best in the County school system.

Section 6. Representatives to Outside Bodies:

  1. Residential Program Center (Homeless Shelter): It shall be the duty of this individual(s) to serve as the representative of the Association on the Review Board of the Residential Program Center located at 1554 Columbia Pike. Individual(s) shall attend the bimonthly review board meetings.
  2. Neighborhood Conservation Advisory Committee (NCAC): It shall be the duty of this individual(s) to serve as the representative of the Association on the NCAC and attend the monthly meetings.
  3. Columbia Pike Revitalization Organization (CPRO): It shall be the duty of this individual(s) to serve as the representative of the Association on the CPRO and attend the regular meetings.
  4. Civic Federation: It shall be the duty of this individual(s) to serve as the representative of the Association on the Arlington County Civic Federation and attend the regular meetings.

Section 7. Amendment of By-Laws:

Amendments of the By-Laws may be made at any meeting of the Association by two-thirds vote of the members present and voting, provided a quorum is present (ten members).

Section 8. Parliamentary Procedure:

Robert's Rules of Order (Revised) shall be the parliamentary guide and shall govern proceedings of the Neighborhood Association when not in conflict with specific provisions and rules set forth in the Constitution and By-Laws.
